Job Overview:

We are seeking a highly skilled and experienced Medicaid Business Analyst to join our team for a hybrid role based in Columbia, South Carolina. This position is with one of our direct clients and is expected to last 12+ months. The ideal candidate will possess a strong background in business analysis, particularly within the public sector and Medicaid eligibility systems. You will play a crucial role in bridging the gap between business needs and IT solutions, ensuring that our client’s systems effectively support their mission.

Key Responsibilities:

  • Serve as a vital liaison between business programs and the IT organization, translating business requirements into effective technical and non-technical solutions.
  • Conduct in-depth analysis of agency needs, current (‘as-is’) and future (‘to-be’) business processes, and technical designs to provide strategic advice.
  • Develop detailed documentation for business processes and requirements, ensuring clarity and accuracy.
  • Analyze business partner operations to identify strengths, weaknesses, and opportunities for process automation and improvement.
  • Facilitate efficient requirement gathering sessions with diverse stakeholders to capture comprehensive business needs.
  • Translate high-level business requirements into detailed functional specifications for the IT department, managing any changes effectively.
  • Educate the IT organization on the strategic direction and evolving needs of the business units.
  • Negotiate agreements and commitments by fostering clear communication between business units and IT throughout the project lifecycle, from initial requirements to final implementation.
  • Leverage an understanding of current technological trends to propose innovative solutions that enhance the enterprise’s competitive edge.
  • Execute requirements development, including elicitation, analysis, specification, and validation.
  • Document and analyze agency business processes, recommending improvements for efficiency and effectiveness.
  • Document and analyze data requirements and their interrelationships.
  • Actively participate in requirements management processes, including change control, version control, tracking, status reporting, and traceability.
  • Provide clear interpretation and guidance on requirements to technical and testing teams.
  • Proactively identify potential risks, issues, and action items, developing and proposing viable solutions.
  • Interact effectively with internal and external organizations, including vendors, State and Federal government agencies, State providers, beneficiaries, and other key stakeholders.
  • May contribute to ‘buy versus build’ decision-making processes.
  • Research, maintain, and manage business rules, requirements, and models within a designated repository.
  • Perform other project-related duties as assigned.

Required Skills and Experience:

  • Minimum 1 year of business analysis experience with IBM Cram software.
  • Minimum 1 year of experience in government IT projects as a business analyst or in a related capacity.
  • Minimum 1 year of experience in eliciting, mining, and documenting business rules and processes.
  • Minimum 2 years of experience with Medicaid Eligibility or other healthcare insurance domains.
  • Demonstrated understanding of business modeling techniques, including proficiency with graphical process flow software.
  • Must be local to South Carolina and able to provide proof of local residency (e.g., local Driver’s License or alternate resident proof).
  • Must have State/public sector experience.

Compensation & Location

Salary: $60,000 – $90,000 per year (Estimated)

Location: Columbia, SC
