Role Overview

Talent Portus is seeking a highly skilled .NET Developer for a high-profile web application project within the Child Care and Child Welfare (CCCW) section. This is a long-term contract opportunity based in Madison, WI, with a hybrid/mostly remote work arrangement. The successful candidate will join an existing team to support multiple modernization efforts, including an enterprise-wide migration to a unified authentication platform using Okta and OIDC.

Key Responsibilities

  • Design, develop, and implement web-based applications using the .NET framework (ASP.NET MVC, .NET Core, .NET 8+).
  • Lead the implementation of secure authentication flows and protect sensitive APIs using access tokens and OIDC.
  • Develop front-end and back-end components using C#, JavaScript, Blazor, and Kendo UI.
  • Perform requirements analysis, technical documentation, and participate in interactive code reviews.
  • Modernize legacy mainframe applications (COBOL/VB.NET) into modern .NET architectures.
  • Utilize Test-Driven Development (TDD) to ensure high-quality code and perform production support as needed.
  • Collaborate with the team to design responsive HTML5 applications using Bootstrap and CSS.

Technical Requirements

  • Minimum 5 years of experience in Full Stack development with .NET MVC and C#.
  • 5+ years of experience writing custom SQL and working with MS SQL Server.
  • Strong proficiency in JavaScript, HTML5, CSS, and Bootstrap.
  • Experience with authentication/authorization techniques (Okta, OIDC).
  • Familiarity with version control systems like Git, TFS, or Azure DevOps.
  • Knowledge of modernizing mainframe COBOL applications is a significant plus.
  • Experience with UI frameworks such as Blazor, React, or Angular is desired.

  • Strong communication skills and the ability to work effectively in a team environment.
  • Ability to write clear and concise technical documentation.
  • Familiarity with State of Wisconsin application systems (CARES) is highly preferred.

Special Requirements

Hybrid role; Interview via MS Teams/Zoom; C2C possible; Requires experience with Wisconsin state systems (CARES).


Compensation & Location

Salary: $45 – $49 per year

Location: Madison, WI
