Job Description:

The University of Maryland Global Campus (UMGC) is seeking a senior-level PeopleSoft Campus Solutions Financial Aid Functional Consultant to support the implementation of federal regulatory changes associated with the Big Beautiful Bill and related U.S. Department of Education updates. This role requires extensive hands-on experience in Financial Aid configuration and federal regulatory implementations, including ISIR processing, Need Analysis, Packaging Plans, Disbursement rules, COD processing, R2T4 calculations, Aid Year setup, and supporting federal Financial Aid regulatory changes.

Scope of Work/Requirements:

  • Perform regulatory impact analysis of Big Beautiful Bill Financial Aid provisions within PeopleSoft Campus Solutions 9.2.
  • Analyze and interpret federal guidance from the U.S. Department of Education and translate requirements into system configuration updates.
  • Lead Aid Year setup changes required to support new eligibility rules, calculation changes, or reporting modifications.
  • Configure and validate updates to: ISIR processing, Need Analysis, Packaging Plans, Item Types, Disbursement rules, Return to Title IV (R2T4) calculations, and COD processing.
  • Assess and implement changes related to new Pell eligibility formulas, SAI/EFC calculation logic, loan limits, or enrollment intensity requirements.
  • Perform PUM image review and regression analysis for delivered Oracle updates tied to federal legislation.
  • Develop Functional Design Documents (FDDs) for required system changes.
  • Coordinate with technical resources for required customizations or batch updates.
  • Execute unit testing and support System, Integration, and User Acceptance Testing.
  • Validate batch processing and reconciliation results post-implementation.
  • Support go-live readiness and post-implementation stabilization.
  • Ensure all configurations align with federal compliance timelines and audit expectations.
  • Work under the supervision of designated UMGC personnel.

Required Qualifications:

  • A minimum of six (6) years of PeopleSoft Campus Solutions Financial Aid experience.
  • At least four (4) years of experience supporting PeopleSoft 9.2 Financial Aid.
  • Demonstrated experience implementing major federal Financial Aid regulatory changes (e.g., FAFSA Simplification Act, Pell recalculations, COD updates).
  • Strong expertise in ISIR processing, Packaging, Disbursement, R2T4, COD, SAIG, and reconciliation processes.
  • Experience performing Aid Year rollovers under compressed federal timelines.
  • Experience conducting PUM impact analysis and regression testing.
  • Deep understanding of integration points between Financial Aid, Student Financials, and Student Records.
  • Ability to interpret federal guidance and translate into PeopleSoft configuration.
  • Strong documentation and communication skills.
  • Ability to manage high-pressure regulatory deadlines.

Desirable Qualifications:

  • Experience implementing FAFSA Simplification or SAI transition changes.
  • Experience supporting online or non-traditional institutions.
  • Experience coordinating with federal compliance auditors.

Compensation & Location

Salary: $70 – $90 per year (Estimated)
