Role Overview
The State of New Jersey, specifically the Office of the Public Defender (NJOPD), is seeking a highly skilled Power BI & Crystal Reports Consultant for a long-term, hybrid engagement based in Mercer County, NJ. This role is critical for the organization as it transitions toward more data-driven operational models. The successful candidate will serve as a subject-matter expert in business intelligence, responsible for the end-to-end lifecycle of data visualization, dashboard development, and operational reporting. You will bridge the gap between complex legal case data and actionable insights, helping leadership and attorneys make informed decisions regarding caseload management and resource allocation.
Key Responsibilities
- Design, develop, and implement interactive dashboards and high-impact visual analytics using Power BI and Crystal Reports.
- Translate complex datasets into intuitive visualizations that facilitate data-driven decisions by executive leadership and administrative staff.
- Partner with internal stakeholders to gather requirements, define key performance indicators (KPIs), and translate business needs into technical specifications.
- Extract, transform, and model data from multiple case management systems and disparate data sources while ensuring data integrity and accuracy.
- Perform performance tuning of dashboards and reports, optimizing data models and SQL queries for maximum efficiency and responsiveness.
- Conduct thorough validation and functional testing of all reports, including measures, DAX calculations, and data model integrity.
- Plan and execute structured User Acceptance Testing (UAT) with end-users to verify that deliverables meet functional and usability expectations.
- Perform regression testing after system updates or enhancements to ensure existing functionality remains unaffected.
- Provide comprehensive training, documentation, and ongoing support to promote BI adoption and self-service analytics capabilities across the NJOPD.
- Ensure strict adherence to data governance, privacy, and security policies in all reporting and data handling activities.
Technical Requirements
- Minimum of 5-9 years of proven experience designing and delivering Power BI dashboards and Crystal Reports in a professional environment.
- Advanced knowledge of Power BI Desktop & Service, including expert-level proficiency in DAX, Power Query, and visualization best practices.
- Expertise in building complex operational and enterprise reports using Crystal Reports.
- Strong SQL skills for querying, transforming, and manipulating data from relational databases.
- Experience with Power BI deployment pipelines (Dev/Test/Prod) and thorough end-to-end testing methodologies.
- Familiarity with case management systems and legal operations data is highly preferred.
- Prior experience working within the public sector, criminal justice, or government agency environments is a significant plus.

Hybrid role in Mercer County, NJ. Client: State of New Jersey (NJOPD). Requires 2 submissions. Focus on end-to-end testing and deployment pipelines. Long-term duration.
Compensation & Location
Salary: $135,000 – $175,000 per year (Estimated)
