Role Overview
The Process Improvement Manager will be a pivotal figure in driving operational excellence for a major State Government agency based in Austin, Texas. This hybrid role focuses on the systematic evaluation, design, and implementation of optimized business processes. As a Six Sigma Black Belt, you will lead cross-functional teams to identify inefficiencies and deploy sustainable solutions that align with the agency’s strategic goals. This is a long-term contract opportunity requiring a blend of technical prowess, analytical thinking, and high-level stakeholder management. The successful candidate will act as a bridge between operational needs and technical execution, ensuring that every process change adds measurable value to the organization and its constituents.
Key Responsibilities
- Conduct comprehensive assessments of current-state business processes to identify bottlenecks, redundancies, and areas for enhancement through data-driven analysis.
- Design and model future-state workflows using industry-standard tools like Microsoft Visio, ensuring all processes are documented with precision and clarity for both technical and non-technical audiences.
- Collaborate closely with IT departments and business units to translate process improvements into detailed functional software system requirements.
- Lead large-scale process transformation initiatives, managing the full project lifecycle from initial discovery and scoping to post-implementation monitoring and stabilization.
- Facilitate high-stakes workshops and brainstorming sessions with diverse stakeholders, including executive leadership and frontline staff, to foster a culture of continuous improvement and buy-in.
- Establish and track operational metrics and Key Performance Indicators (KPIs) to measure the success of process changes and report findings to the steering committee.
- Utilize Lean and Six Sigma methodologies to eliminate waste, reduce cycle times, and improve service delivery within a regulated government environment.
- Provide expert guidance on process automation opportunities and the potential integration of low-code tools to streamline manual, repetitive tasks.
- Develop comprehensive training materials and standard operating procedures (SOPs) to support the adoption of new processes.
Required Qualifications
- Minimum of 8 years of professional experience in process engineering, operations optimization, or business process improvement within a corporate or government setting.
- At least 5 years of hands-on experience specifically focused on evaluating and optimizing complex processes within a State Government or similar public sector environment.
- Active Six Sigma Black Belt certification is mandatory; candidates must demonstrate the application of these principles in previous roles.
- Proven track record of leading high-impact transformation initiatives in large, complex organizations with over 1,000 employees.
- Expert-level proficiency in process modeling software, specifically Microsoft Visio or similar enterprise-grade tools.
- Demonstrated ability to specify software system requirements to support improved business solutions and bridge the gap between business and IT.
- Exceptional communication and facilitation skills, with the ability to influence stakeholders and navigate organizational politics effectively.
Preferred Skills and Experience
- Lean Certification or advanced training in Lean methodologies (Lean Sensei or similar).
- Familiarity with process automation platforms (RPA), AI-driven process mining, and low-code development environments.
- Experience working within highly regulated environments where compliance, security, and auditability are paramount.
- Strong background in cross-functional team collaboration and formal change management methodologies (e.g., Prosci/ADKAR).

Compensation & Location
Salary: $140,000 – $185,000 per year (Estimated)
