Role Overview

The Program Manager will serve as the primary point of contact for the State regarding day-to-day IT project operations and delivery. This role oversees and directs all assigned project resources, ensuring adherence to governance, communication, planning, scheduling, budgeting, and quality control standards. The individual will lead teams through all project phases—from initiation to implementation—ensuring that outcomes align with defined goals and contractual obligations. A critical requirement for this position is specific experience with Bed Registry systems within the healthcare domain. The successful candidate will be responsible for navigating the complexities of state-level IT infrastructure while maintaining a focus on clinical data accuracy and system interoperability.

Key Responsibilities

  • Manage and oversee daily project activities across multiple workstreams to ensure seamless execution and alignment with organizational strategy.
  • Identify and mitigate project issues and risks through proactive planning and transparent communication with all levels of stakeholders.
  • Facilitate high-level meetings and discussions among internal and external stakeholders to drive consensus and resolve conflicts.
  • Ensure projects are completed within the strictly defined scope, schedule, and budget constraints, utilizing advanced tracking tools.
  • Define and manage project milestones, deliverables, testing phases, and acceptance criteria for complex healthcare IT systems.
  • Enforce compliance with established SDLC and project management standards across the entire project lifecycle.
  • Implement process improvements to enhance efficiency, reduce operational costs, and improve service delivery quality.
  • Track progress, resolve bottlenecks, and maintain updated project documentation and comprehensive executive reports.
  • Direct and coordinate project-related operations, including those involving subcontractors or partner vendors.
  • Develop project plans, dashboards, and analytical tools for performance tracking and data-driven decision-making.
  • Establish project controls and reporting practices consistent with organizational objectives and state mandates.
  • Manage relationships and expectations with business stakeholders and vendor partners effectively to ensure project buy-in.
  • Prepare detailed work plans, resource schedules, and progress reports for state-level oversight and audit purposes.
  • Monitor project performance, adjusting resources and priorities as necessary to meet critical deadlines.
  • Conduct risk and issue management, applying PMI methodologies and implementing corrective actions as needed.
  • Promote a culture of accountability, collaboration, and high performance within the project team.

Project Governance and Compliance

The Program Manager is responsible for establishing and maintaining a robust governance framework that aligns with both state regulations and organizational policies. This includes the implementation of rigorous quality control measures and the enforcement of the Software Development Life Cycle (SDLC) standards. By ensuring that all project activities are documented and auditable, the Program Manager mitigates legal and financial risks for the Master Contractor. Furthermore, the role involves the development of comprehensive risk mitigation strategies, identifying potential bottlenecks before they impact the project timeline. The manager will lead the team in applying PMI’s Project Management Body of Knowledge (PMBoK) methodologies to maintain consistency and excellence across all deliverables.

Stakeholder Management and Communication

Effective communication is at the heart of this role. The Program Manager must be adept at navigating complex stakeholder landscapes, which include state officials, healthcare providers, and third-party vendors. This involves not only regular reporting but also active negotiation to ensure that project goals remain realistic and achievable. The manager will facilitate high-stakes meetings, providing clear and concise updates on project health, resource allocation, and budget status. By fostering a culture of transparency and accountability, the Program Manager ensures that all parties are aligned and that any deviations from the plan are addressed promptly through collaborative problem-solving. This role requires a leader who can translate technical requirements into business value for non-technical stakeholders.


Special Requirements

Active PMP certification required. Healthcare domain experience with Bed Registry is mandatory. Interview process: 1st round Virtual, Final round Face-to-Face (F2F) in Baltimore. Contract role. Onsite requirement in Baltimore, MD.


Compensation & Location

Salary: $175,000 – $225,000 per year (Estimated)
