About the Role:
The Programmer Analyst 6 position will serve as a contract resource for the State of Michigan – Department of Technology, Management and Budget (DTMB), supporting the Michigan Department of Health and Human Services (MDHHS). In this role, you will act as a developer and analyst, providing essential maintenance and support for a variety of MDHHS applications. This is a hybrid role, requiring onsite presence two days a week (Tuesdays and Wednesdays) starting from day one. Remote-only options are not available.
Key Responsibilities:
- Develop and maintain .NET CORE applications (version 3.1 or higher, 6.0 preferred) and C# code.
- Design, develop, and implement RESTful web service interfaces and Web APIs.
- Write and maintain complex SQL queries, including Select, Insert, and Update statements.
- Develop code for document upload functionality from a website.
- Participate actively in Agile/SCRUM processes and work within a Sprint Development team.
- Utilize GIT for code repository management.
- Develop unit and regression tests to ensure code quality.
- Implement HTML5, CSS3, JavaScript, and jQuery for front-end development.
- Contribute to the development of secure websites using industry best practices (e.g., preventing cross-site scripting, SQL injection, and implementing robust logging).
- Collaborate with teams using Azure DevOps, Jira, or equivalent for SDLC management.
- Integrate with identity providers (IdP) using OpenID Connect (OIDC) or SAML.
- Ensure compliance with Web Content Accessibility Guidelines (WCAG).
- Work with Azure DevOps / TFS for code repository and board management.
- Familiarity with SendGrid for email services.
Required Skills and Experience:
- Strictly 13+ years of overall experience required.
- 5+ years of .NET CORE 3.1 or higher (6.0 preferred) and C# experience.
- 5+ years of experience developing with REST web service interfaces or Web APIs.
- 5+ years of experience with SQL, including writing and maintaining complex Select/Insert/Update statements.
- 3+ years of experience developing code to allow users to upload documents from a website.
- 5+ years of experience with Agile / SCRUM processes and working in a Sprint Development team.
- 5+ years of experience working with GIT code repository software.
- 5+ years of experience developing unit and regression tests.
- Proficiency in HTML5, CSS3, JavaScript, jQuery.
Nice to Have:
- 5+ years of experience developing secure websites using industry best practices.
- 3+ years of experience working with Azure DevOps / TFS using boards and code repository.
- Familiarity with SendGrid.
- Familiarity with Web Content Accessibility Guidelines (WCAG).
- Familiarity with identity provider (IdP) integration using OpenID Connect (OIDC) or SAML.
- Experience working with Azure DevOps, Jira, or equivalent for SDLC management.
Additional Information:
- The resource will be working for the State of Michigan – Department of Technology, Management and Budget (DTMB) supporting the Michigan Department of Health and Human Services (MDHHS).

Compensation & Location
Salary: $70,000 – $100,000 per year (Estimated)
Location: Lansing, MI
