Job Summary:

We are seeking an experienced Project Manager to lead the agency’s Application Migration and Modernization project. This is a high-impact, high-visibility role ideal for someone who thrives in a dynamic environment and enjoys making a significant difference. The project aims to modernize the technology portfolio, enhance operational efficiency, and reduce costs through a strategic and structured migration approach.

Key Responsibilities:

  • Serve as the Project Manager for the agency’s Application Migration and Modernization project.
  • Ensure projects are delivered on time, within scope, and within budget, aligned with agency goals.
  • Manage multiple priorities with confidence in a dynamic environment.
  • Direct and manage complex, high-impact projects using hybrid Agile methodologies.
  • Develop and deliver executive-level project updates and presentations.
  • Facilitate collaboration between business leaders, product owners, and technical teams.
  • Lead Agile events including sprint planning, reviews, retrospectives, and daily stand-ups.
  • Coach and mentor junior project managers and project staff.
  • Support enterprise-wide planning and systems integration efforts.
  • Ensure compliance with state procurement and fiscal policies, including contract negotiation and vendor management.
  • Interpret and apply laws, regulations, and agency policies.

Required Qualifications:

  • Bachelors degree in Business, Public Administration, Information Systems, or a related field.
  • 12+ years of Experience.
  • Independent work authorization required.
  • Project Management Professional (PMP) certification is required.
  • Advanced Agile project planning and execution skills.
  • Strong leadership and team coordination abilities.
  • Ability to manage multiple high-impact projects simultaneously.
  • Excellent written and verbal communication skills.
  • Strategic thinking and problem-solving capabilities.
  • Proficiency in M365 and Agile project tracking tools.
  • Strong understanding of enterprise systems and cross-agency collaboration.
  • Demonstrated experience leading Agile teams and managing project lifecycles.
  • Proficiency with Agile project management tools such as Microsoft Planner (Premium), JIRA, or similar. Agile is preferred over Waterfall.
  • Agile Certified Practitioner (PMI-ACP), SAFe Agilist (SA), or Disciplined Agile Scrum Master (DASM) certifications are preferred.

Preferred Qualifications:

  • Masters degree in Business Administration, Public Administration, Information Technology, or a related field.
  • 10+ years of experience in project management in a government or enterprise environment.
  • Experience leading application migration projects for government agencies.
  • Experience leading complex projects in the field of information technology.
  • Experience working with state agencies, especially those within South Carolina.
  • Knowledge of state government procurement and fiscal policies.
  • Experience with contract negotiation and vendor management.

Telework Eligibility:

Eligible for telecommuting two days per week after 3 months and certain project milestones are met.


Special Requirements

Onsite, Telework eligible after 3 months and milestones, Independent work authorization Only, PMP certification required


Compensation & Location

Salary: $65 – $90 per year (Estimated)

Location: Columbia, SC
