Role Overview:

We are seeking a highly experienced Project Manager to lead the Offender-Based Information System (OBIS) Modernization Project. This role is crucial for driving Organizational Change Management (OCM), Training, and Communications. The ideal candidate will have a strong background in managing large-scale IT projects, PMP certification, and extensive experience in OCM methodologies. This is an on-site position in Tallahassee, FL.

Key Responsibilities:

  • Serve as a strategic lead for the OBIS Modernization Project, focusing on OCM, Training, and Communications workstreams.
  • Drive the department’s approach to embracing transformational change.
  • Craft strategic communications, design impactful training experiences, and guide stakeholders through modernization.
  • Manage large-scale projects involving multiple diverse workstreams (5+ years experience).
  • Apply OCM methodologies, strategy development, and implementation (5+ years experience).
  • Utilize enterprise project management software (e.g., Microsoft Project, Primavera, Jira) to track complex project schedules (5+ years experience).
  • Apply formal project management methodologies and maintain PMO documentation standards (5+ years experience).
  • Manage proactive risk mitigation and issue management (5+ years experience).
  • Facilitate high-level stakeholder meetings and develop technical project documentation (5+ years experience).
  • Create and present executive-level status reports.
  • Coordinate multi-disciplinary project teams and lead complex modernization initiatives.
  • Lead negotiation, conflict resolution, and team building efforts.
  • Communicate effectively with stakeholders at all organizational levels.

Required Qualifications:

  • Bachelor’s or Master’s degree in Computer Science, Information Systems, or related field, or equivalent work experience.
  • Project Management Professional (PMP) Certification (NON-NEGOTIABLE).
  • Minimum of seven (7) years of IT work experience, including four (4) or more years managing projects.
  • Minimum of five (5) years of experience in OCM methodologies, strategy development, and implementation.
  • Minimum of five (5) years of experience utilizing enterprise project management software (e.g., Microsoft Project, Primavera, or Jira).
  • Minimum of five (5) years of experience applying formal project management methodologies and maintaining Project Management Office (PMO) documentation standards.
  • Minimum of five (5) years of experience in proactive risk mitigation and issue management.
  • Minimum of five (5) years of experience facilitating high-level stakeholder meetings and developing technical project documentation.
  • Proven track record of creating and presenting executive-level status reports.
  • Demonstrated ability to coordinate multi-disciplinary project teams.
  • Advanced leadership, negotiation, and conflict-resolution skills.
  • Superior written and oral communication skills.

Preferred Qualifications:

  • Certification in a recognized management methodology (e.g., Prosci Certified Change Practitioner).
  • Certification in Agile or Scrum-based project management (e.g., PMI-ACP, CSM).
  • Certification in IT Infrastructure Library (ITIL) Service Management Foundations.
  • Experience managing complex projects with a large, geographically distributed user base.
  • Proven experience managing Florida state government projects.
  • Experience managing vendor projects and working with technical programming teams.
  • Proactive leadership style and diligent work ethic.
  • Knowledge of IT standards within a criminal justice environment.
  • Proficient in using ServiceNow and Docusign platforms.

Additional Information:

Local candidates to Florida are preferred. This role requires PMP certification and significant experience in Organizational Change Management.


Special Requirements

On-site in Tallahassee, FL. PMP Certification is non-negotiable. Local to FL preferred. Experience with Florida state government projects is a plus. Experience with ServiceNow and Docusign platforms is a plus.


Compensation & Location

Salary: $110,000 – $150,000 per year (Estimated)
