Job Overview
We are seeking an experienced Project Manager to lead the agency’s Application Migration and Modernization project. This is a critical, high-visibility role for an individual who thrives in dynamic environments and is driven to make a significant impact. The Project Manager will be responsible for ensuring projects are delivered on time, within scope, and on budget, while aligning with overarching agency goals. This position demands a high level of independence, strong collaborative skills across internal programs and external stakeholders, and the confidence to manage multiple priorities effectively.
The project’s core objective is to modernize the agency’s technology portfolio, enhance operational efficiency, and achieve cost reductions through a strategic and structured migration approach.
Key Responsibilities
- Direct and manage complex, high-impact projects utilizing hybrid Agile methodologies.
- Develop and deliver executive-level project updates and presentations.
- Facilitate seamless collaboration between business leaders, product owners, and technical teams to ensure project goals align with stakeholder expectations.
- Lead all Agile events, including sprint planning, reviews, retrospectives, and daily stand-ups.
- Coach and mentor junior project managers and project staff to foster growth and development.
- Support enterprise-wide planning and systems integration efforts.
- Ensure strict compliance with state procurement and fiscal policies, including contract negotiation and vendor management.
- Interpret and apply relevant laws, regulations, and agency policies to maintain accountability and compliance.
Required Skills and Qualifications
- Education: Bachelor’s degree in Business, Public Administration, Information Systems, or a related field.
- Experience: Minimum of 5 years of experience managing large-scale projects of moderate complexity and risk. Demonstrated experience leading Agile teams and managing full project lifecycles.
- Certifications: Project Management Professional (PMP) certification is mandatory.
- Agile Proficiency: Proficiency with Agile project management tools such as Microsoft Planner (Premium), JIRA, or similar. Agile methodologies are preferred over Waterfall.
- Technical Skills: Proficiency in M365 and Agile project tracking tools. Strong understanding of enterprise systems and cross-agency collaboration.
- Communication: Excellent written and verbal communication skills.
- Problem-Solving: Strategic thinking and strong problem-solving capabilities.
Preferred Qualifications
- Master’s degree in Business Administration, Public Administration, Information Technology, or a related field.
- 10+ years of experience in project management within a government or enterprise environment.
- Experience leading application migration projects specifically for government agencies.
- Experience leading complex projects in the field of information technology.
- Familiarity with state agencies, particularly those within South Carolina.
- Knowledge of state government procurement and fiscal policies.
- Experience with contract negotiation and vendor management.
Work Arrangement
- Location: Onsite in Columbia, South Carolina.
- Duration: 12 Months Contract.
- Telework: Eligible for telecommuting two days per week after 3 months and upon meeting certain project milestones.
- Work Authorization: Independent work authorization only.

Compensation & Location
Salary: $61 – $81 per year (Estimated)
Location: Columbia, SC
