Role Overview: Senior Project Manager (Team Lead)
3K Technologies is seeking a highly experienced Project Manager at a Team Lead level to support a long-term initiative with the State of Florida in Tallahassee. This is a critical role requiring onsite presence from day one. The successful candidate will lead diverse projects ranging from complex software development and hardware replacements to large-scale data migrations and strategic governance planning. As a lead, you will be responsible for the end-to-end project lifecycle, ensuring that all deliverables meet the high standards of the public sector.
Key Responsibilities and Technical Leadership
- Lead cross-functional teams through the full software development life cycle (SDLC), ensuring alignment with the State of Florida’s strategic goals.
- Analyze complex workflows to identify operational inefficiencies and recommend data-driven improvements.
- Elicit and document detailed requirements, user stories, and acceptance criteria to guide development teams.
- Utilize Azure DevOps or GitHub for robust backlog management, sprint planning, and progress tracking.
- Develop and execute comprehensive user acceptance testing (UAT) cases to ensure software quality and compliance.
- Implement and champion Agile methodologies, including Scrum and Feature Driven Design (FDD), to foster a culture of continuous improvement.
- Leverage Business Intelligence (BI) tools such as Power BI and Tableau to provide actionable insights and support executive decision-making.
- Manage project finances using Earned Value Management (EVM), tracking Cost Performance Index (CPI) and Schedule Performance Index (SPI).
- Maintain rigorous budget tracking and monitoring to ensure projects remain within fiscal constraints.
- Utilize advanced project management tools like Microsoft Project or Smartsheet for scheduling and resource allocation.
Strategic Impact and Stakeholder Management
Beyond technical execution, this role demands a strategic thinker capable of navigating the complexities of government operations. You will be involved in policy development and the drafting of legislative budget requests, requiring a high degree of professionalism and communication skill. You will manage relationships with a wide array of stakeholders, from technical staff to senior government officials, ensuring transparency and accountability at every stage. Your leadership will be pivotal in managing large-scale projects that impact the infrastructure and services of the State of Florida.
Qualifications and Professional Standards
- Minimum of 5 years of dedicated Project Management experience in IT and software development.
- Proven track record in business process modeling and large-scale project leadership.
- Deep understanding of cloud computing and enterprise architecture within a public sector context.
- Strong proficiency in vendor management and contract oversight.
- Bachelor’s or Master’s degree in Computer Science, Information Systems, or a related field.
- Preferred certifications: PMP, CSM, CBAP, PMI-PBA, CCMP, or ITIL.
Special Requirements
Onsite from day one; Government sector experience preferred; PMP/CSM certifications highly desired.
Compensation & Location
Salary: $115,000 – $155,000 per year (Estimated)
