Position Summary

We are seeking a highly experienced Lead Testing Analyst (Software Test Analyst 5) to join our Agency Services team supporting the State of Michigan. This role is primarily focused on Vital Records within the Michigan Department of Health and Human Services (MDHHS) and other Public Health areas under the Department of Technology Management and Budget. Vital Records is a critical division responsible for registering and preserving essential life event records, including birth, death, marriage, and divorce certificates. As the Lead Testing Analyst, you will ensure the quality and reliability of systems like EDRS, BRS, and VERA, which are fundamental to public health policy and biomedical research.

Core Responsibilities

  • Serve as the Lead Testing Analyst, overseeing all quality assurance activities within an Agile framework.
  • Coordinate and manage daily testing operations, providing guidance and mentorship to the testing team.
  • Develop comprehensive testing estimates for both new project initiatives and ongoing maintenance support.
  • Analyze business requirements and user stories to ensure they are testable, measurable, and compliant with standards.
  • Facilitate communication between Lead Business Analysts and the testing team to resolve issues and manage escalations.
  • Produce high-quality documentation, including test plans, status reports, presentations, and meeting minutes.
  • Execute functional testing, system integration testing (SIT), and load testing, ensuring all results are documented and shared.
  • Manage the defect lifecycle from identification through to closure using Azure DevOps or similar tools.
  • Create and maintain automated test scripts, preferably using the Provar automation tool, to increase testing efficiency.
  • Participate in project retrospectives and lessons-learned sessions to drive continuous process improvement.
  • Oversee application authentication and authorization setups within various environments for load testing scenarios.

Technical Requirements and Skills

  • Minimum of 8 years of experience leading QA testing initiatives, specifically functional and system integration testing.
  • Over 8 years of experience coordinating User Acceptance Testing (UAT) for large-scale public sector projects.
  • At least 5 years of experience managing defect logs and prioritizing issues based on business impact.
  • Proven track record of 5+ years mentoring testing teams and implementing QA best practices.
  • Extensive experience (5+ years) using Azure DevOps or similar tools for test case management and planning.
  • Hands-on experience (3+ years) with automation tools such as Provar, Selenium, or Smartbear.
  • Demonstrated ability to prepare testing closure documents and provide meaningful quality metrics to management.

The systems you will support are vital for the State of Michigan’s public health infrastructure. By ensuring the accuracy of the Central Cancer Registry and Birth Defects Registry, you contribute directly to the data used for critical health research and policy decisions. This role requires a meticulous professional who understands the weight of data integrity in a government setting. You will be expected to maintain high standards of quality while working in a fast-paced, hybrid environment that demands both technical excellence and strong leadership capabilities.


Special Requirements

Local Michigan candidates only; must provide local Driver's License copy; Hybrid role (2 days onsite); must reside within 60 miles of Lansing, MI.


Compensation & Location

Salary: $110,000 – $145,000 per year (Estimated)
