Job Overview

We are seeking a Senior Business Analyst with a strong background in digital transformation and business process reengineering to join our dynamic team. This role is crucial for aligning business strategy with operational execution by analyzing current operations, identifying improvement opportunities, and designing new processes. The ideal candidate will possess deep expertise in business architecture, a proven track record in large-scale digital change, and an intimate understanding of the MITA framework.

Key Responsibilities

  • Lead Digital Transformation: Spearhead and significantly contribute to large-scale digital transformation initiatives, identifying opportunities for innovation and designing future-state business capabilities that leverage emerging technologies to achieve strategic organizational goals.
  • Business Process Reengineering (BPR): Conduct comprehensive analysis of current-state business processes, identify inefficiencies, bottlenecks, and pain points, and design optimized, streamlined future-state processes. Lead efforts to implement reengineered processes, ensuring smooth transitions and measurable improvements in efficiency, cost-effectiveness, and service quality.
  • Strategic Business Modeling: Develop and maintain robust business architecture artifacts, including current and future state business process models (using BPMN), data models, capability models, value streams, and organizational models. Utilize various modeling tools and notations to effectively communicate complex business concepts to diverse audiences.
  • Stakeholder Engagement & Requirements Definition: Collaborate extensively with senior leadership, business units, IT teams, and external partners to elicit, analyze, and validate complex business requirements. Translate strategic objectives and user needs into actionable business and functional specifications that guide solution development.
  • Bridge Business & IT: Act as a critical liaison, ensuring seamless communication and understanding between business stakeholders and technical delivery teams. Articulate business impacts of technical decisions and technical implications of business requirements.
  • Analyze and evaluate current business methods and procedures for improvements, exhibiting strong oral and written communication skills.

Minimum Qualifications

  • 8 years of progressive experience in a Business data analyst role or similar strategic capacity, with a strong emphasis on enterprise-level initiatives.
  • 8 years of successfully leading or significantly contributing to multiple large-scale digital transformation and business process reengineering projects.
  • 8 years demonstrable expertise with MITA (Medicaid Information Technology Architecture), including practical application in complex system environments. Experience with MITA State Self-Assessments (SS-A) is highly desirable.
  • 8 years of exceptional business modeling skills, with expert proficiency in methodologies and tools such as Business Process Model and Notation (BPMN), Unified Modeling Language (UML), ArchiMate.
  • Superior analytical, problem-solving, and critical thinking abilities, with a strong capacity to dissect complex issues and formulate pragmatic solutions.
  • Excellent written and verbal communication, presentation, and interpersonal skills, with the ability to articulate complex concepts clearly and persuasively to both technical and non-technical stakeholders at all levels.
  • Strong negotiation, facilitation, and conflict resolution skills.
  • Bachelor’s degree in Business Administration, Information Technology, Computer Science, or a related field. Master’s degree preferred.
  • Demonstrated ability to work successfully with technical and non-technical groups on complex business problems.
  • Demonstrated ability to drive measurable improvements in operational efficiency and service delivery.
  • Strong understanding of enterprise architecture frameworks like TOGAF.

Preferred Qualifications

  • Experience working within a government or public sector environment.
  • Relevant certifications such as Certified Business Analysis Professional (CBAP), TOGAF, BPMN, Lean Six Sigma Green or Black Belt.
  • Familiarity with Agile and Scaled Agile Framework (SAFe) methodologies.
  • Strong preference for direct, hands-on experience with eligibility systems (e.g., Medicaid, SNAP, TANF, CHIP).

Compensation & Location

Salary: $110 – $160 per year
