Position Overview
The Texas Department of Agriculture (TDA) is seeking a highly qualified Senior Business Analyst 3 to join our team in Austin, TX. This onsite role is critical for the modernization, analysis, and quality assurance of our licensing systems, which support vital agricultural programs across the state. You will act as a primary liaison between business stakeholders, end-users, and technical teams to ensure that our systems are functional, compliant, and user-friendly throughout the entire license life cycle. This is a high-impact role requiring a blend of technical acumen, analytical thinking, and strong communication skills.
Key Responsibilities
- Consult on complex application analysis, troubleshoot system issues, and implement effective technical solutions.
- Provide high-level quality assurance consultation and oversight for major projects and special initiatives.
- Analyze licensing systems with a deep understanding of the license life cycle, including application processing and management.
- Gather, validate, and document business requirements through direct interaction with diverse stakeholder groups.
- Create detailed user stories and acceptance criteria, leading Agile ceremonies such as refinement and sprint planning.
- Develop, review, and execute comprehensive test cases; perform manual testing to ensure system compliance and functionality.
- Review critical project deliverables, including charters, design documents, and risk assessments, providing expert feedback.
- Manage project scope, acceptance, and deployment activities to ensure successful system installations.
- Coordinate the analysis of program policies and procedures to assess their impact on automated systems.
- Identify opportunities for process improvement through automation and assist in the development of new system proposals.
- Manage relationships with external vendors and contractors, evaluating their work and managing service requests.
- Develop training curricula and conduct formal training sessions for various system modules.
Required Skills and Experience
- Minimum of 12 years of total professional experience, with at least 8 years in a senior-level business analyst capacity.
- Proven expertise in Agile environments, including user story creation and leading sprint planning sessions.
- Hands-on experience using industry-standard tools such as Azure DevOps or Jira for project management.
- Strong background in troubleshooting enterprise applications and implementing scalable solutions.
- Extensive experience in quality assurance oversight and the development of complex test plans.
- Ability to work independently with significant judgment and initiative under limited supervision.
- Experience managing vendor relationships and reviewing technical deliverables for quality and value.

Compensation & Location
Salary: $110,000 – $155,000 per year (Estimated)
