Role Overview
The Texas Department of Agriculture (TDA) is seeking a highly experienced Senior Business Analyst 3 to join their team in Austin, Texas. This is a critical onsite role focused on the analysis, quality assurance, and continuous improvement of the state’s licensing systems. With a requirement of over 12 years of professional experience, the successful candidate will act as a bridge between technical project teams, external vendors, and end-users to ensure that the full license life cycle is managed efficiently and remains compliant with state regulations. Key Responsibilities
- Consult on complex application analysis and troubleshoot systemic issues within the TDA ecosystem to ensure minimal downtime.
- Provide high-level quality assurance consultation, overseeing project deliverables and special initiatives to maintain high standards of software integrity.
- Analyze licensing systems with a deep understanding of the license life cycle, from initial application and fee processing to renewal and management.
- Facilitate requirement gathering sessions, validating business needs through direct stakeholder engagement and observational analysis.
- Translate business requirements into detailed user stories and acceptance criteria within an Agile framework, ensuring clarity for the development team.
- Lead Agile ceremonies, including sprint planning, backlog refinement, and daily stand-ups to maintain project momentum.
- Develop and execute comprehensive test plans and manual test cases to ensure system functionality and regulatory compliance.
- Review project charters, design documents, and risk assessments, providing expert feedback to project leadership and steering committees.
- Manage the deployment and installation phases of project deliverables, ensuring smooth transitions and user adoption.
- Coordinate the analysis of program policies to determine their impact on automated systems and recommend necessary technical adjustments.
- Identify automation opportunities to streamline business processes and reduce manual overhead across various department modules.
- Liaise with third-party vendors and contractors, evaluating work performance and managing service requests to ensure contractual obligations are met.
- Oversee technology renewals and review monthly/annual invoices for accuracy and value, ensuring fiscal responsibility.
- Create training curricula and lead formal training sessions for system users and staff to facilitate the rollout of new features.
Required Qualifications
- Minimum of 8 years of dedicated senior-level Business Analysis experience in a large-scale enterprise environment.
- Total professional experience exceeding 12 years in the IT or public sector domain, demonstrating a career of increasing responsibility.
- Proven track record in Agile environments using industry-standard tools like Azure DevOps, Jira, or similar project management software.
- Strong background in troubleshooting enterprise-level applications and implementing long-term technical solutions.
- Extensive experience in quality assurance oversight, test case management, and change request processing.
- Ability to work independently with minimal supervision, exercising significant judgment and initiative in high-pressure situations.
- Excellent communication skills for delivering training and collaborating with diverse stakeholders, including executive leadership and external vendors.
Preferred Skills and Constraints
- Prior experience working with the Texas Department of Agriculture (TDA) systems or other Texas state agencies is highly preferred.
- Local residency in the Austin, TX area is mandatory as this is an onsite position with no relocation assistance provided.
- A valid Texas Driver’s License (DL) is required for this position to meet state agency compliance.

Compensation & Location
Salary: $115,000 – $155,000 per year (Estimated)
