Job Overview:
We are seeking an experienced and highly motivated Senior Project Manager to lead critical IT initiatives. This role requires a strong background in project management methodologies, PMP certification, and extensive experience with MS Dynamics 365, MS Power Pages, Snowflake, Power BI analytics, and Oracle systems. The ideal candidate will be responsible for managing medium-to-large scale software application development projects, ensuring successful delivery within scope, budget, and timeline.
Key Responsibilities:
- Lead and manage the full lifecycle of IT projects, from initiation to closure.
- Develop comprehensive project plans, including scope, timelines, resources, and budgets.
- Oversee the migration of the Department’s public website to Microsoft Power Pages.
- Manage the modernization project involving Oracle-to-Dynamics 365 transformation.
- Lead the implementation of a Snowflake cloud data warehouse.
- Direct the replacement of legacy Oracle systems with Microsoft Dataverse/D365 architecture, including data conversion, process redesign, and application retirement.
- Lead enterprise data categorization, identifying datasets for Snowflake migration and designating obsolete records for secure deletion.
- Govern multi-year, multi-million-dollar portfolios within the OIT framework, providing regular updates to executive leadership.
- Lead cross-functional technical and business teams through all project phases, including discovery, development, User Acceptance Testing (UAT), production release, and transition to Operations and Maintenance (O&M).
- Facilitate design sessions, lead requirements definition meetings, and manage technical teams.
- Implement robust change and risk management strategies.
- Utilize various requirement gathering techniques such as JAD sessions, workshops, questionnaires, surveys, site visits, workflow analysis, and storyboarding.
- Develop and maintain project documentation, including Visio process maps, requirements traceability matrices, use cases, and test cases.
- Ensure systems testing and design align with business requirements.
- Manage business rules and work with legacy Oracle systems, SQL, and JAVA.
- Oversee the implementation of Snowflake data warehouse to centralize data, standardize reporting, and enable enterprise Power BI analytics.
- Work with MS Office Suite, including Project and Visio.
- Apply multiple project methodologies including Kanban, Scrum, Agile, and Waterfall.
- Prepare presentations and training materials.
Required Skills and Experience:
- 15+ years of experience in IT project management.
- 10+ years of experience managing multiple projects concurrently.
- Current Project Management Professional (PMP) Certification from the Project Management Institute (PMI).
- Extensive experience with MS Dynamics 365 projects.
- Proven ability to manage large-scale software application development projects.
- Experience with Microsoft Power Pages.
- Experience with Snowflake and Power BI analytics.
- Experience with ETL, Data Profiling, Data Management, Data Dictionaries, Data Governance, Data Support, and Data Migration.
- Experience with legacy Oracle systems.
- Proficiency in SQL and JAVA.
- Strong understanding of Kanban, Scrum, Agile, and Waterfall methodologies.
- Excellent technical writing and presentation skills.
- Experience working with government entities is a plus.
Preferred Qualifications:
- Experience with Florida State Agency IT Projects.

Compensation & Location
Salary: $135,200 – $156,000 per year (Estimated)
Location: Tallahassee, FL
