Role Overview

OptumCare, a leader in healthcare services, is seeking a highly skilled Senior SailPoint NERM & ISC Developer to join our Identity and Access Management (IAM) team. This critical role is focused on the design, development, and implementation of advanced identity governance solutions, with a specific emphasis on Non-Employee Risk Management (NERM) and SailPoint Identity Security Cloud (ISC). As organizations increasingly rely on a diverse workforce of contractors, vendors, and third-party partners, the ability to manage these identities securely and efficiently is paramount. The successful candidate will lead efforts to drive secure and compliant identity lifecycle management, leveraging the latest cloud-native capabilities of the SailPoint platform.

Key Responsibilities

  • Lead the architectural design and end-to-end implementation of SailPoint Identity Security Cloud (ISC) and Non-Employee Risk Management (NERM) modules.
  • Develop and maintain complex identity lifecycle processes, including automated onboarding, offboarding, and access transitions for non-employee identities.
  • Collaborate with security architects, application owners, and compliance stakeholders to define and implement scalable, policy-aligned identity solutions.
  • Configure and customize SailPoint components using Java, BeanShell, XML, and REST/SOAP APIs to meet specific business requirements.
  • Design and implement risk scoring models and access governance frameworks specifically tailored for non-employee populations in hybrid and cloud environments.
  • Integrate SailPoint ISC with core enterprise systems, including Active Directory, Azure AD, ServiceNow, and various HR platforms.
  • Facilitate access certification campaigns and ensure that all identity governance activities comply with internal policies and external regulations.
  • Provide technical leadership and mentorship to junior developers and IAM team members.
  • Drive continuous improvement of IAM processes through the adoption of Agile methodologies and DevSecOps practices.

Technical Requirements

  • Minimum of 5 years of professional experience in Identity and Access Management (IAM), with a primary focus on SailPoint platforms.
  • At least 2 years of hands-on experience implementing SailPoint NERM or similar third-party identity governance solutions in cloud-native environments.
  • Deep proficiency in programming and scripting languages relevant to SailPoint, including Java, BeanShell, and XML.
  • Extensive experience with REST and SOAP APIs for system integration and automation.
  • Strong understanding of RBAC (Role-Based Access Control), ABAC (Attribute-Based Access Control), and identity lifecycle management principles.
  • Proven track record of integrating SailPoint with cloud identity providers (e.g., Azure AD, Okta) and ITSM tools (e.g., ServiceNow).
  • Familiarity with modern cloud infrastructure and hybrid environment security challenges.

Compliance and Industry Standards

Working within the healthcare sector requires a rigorous approach to data security and privacy. The Senior SailPoint Developer must have a strong understanding of compliance frameworks such as HIPAA, HITRUST, and SOX. You will be responsible for ensuring that all identity governance solutions are designed with these standards in mind, protecting sensitive patient and organizational data. The role requires the ability to pass a public trust background check, reflecting the high level of responsibility associated with managing access to critical healthcare infrastructure.

Compensation & Location

Salary: $155,000 – $205,000 per year (Estimated)
