Job Overview:
Texas Health and Human Services Commission is seeking 3 Software Engineer 3 candidates to join their team. This role is crucial for developing software solutions by understanding information needs, conferring with users, and analyzing systems, data usage, and work processes. The position involves investigating problem areas and preparing/installing solutions by designing system specifications, standards, and programming.
Key Responsibilities:
- Develops software solutions by studying information needs, conferring with users, and studying systems flow, data usage, and work processes.
- Investigates problem areas and prepares and installs solutions by determining and designing system specifications, standards, and programming.
- Updates to SCOR Java, including changes to business logic, user interface, and extending reporting capabilities and the system data model.
- Support application enhancements and defect corrections in maintenance mode.
- Support applications in multiple environments with coding, testing, peer reviews, documentation, defect root cause analysis, and troubleshooting.
- Maintain code coverage, testing, and security policies and procedures.
- Available for on-call support as needed.
- Other duties as assigned and required by unit operations.
Additional Job Details:
- These contractor roles are for Senior Java Developers working on the SCOR BAU EI parallel initiative.
- All work products are considered “works made for hire” and are the property of the Texas Health and Human Services Commission.
- Potential Vendors and Candidates may be subject to pre-selection requirements, including criminal background checks as authorized by Texas law.
- The Texas Health and Human Services Commission will pay no fees for interviews or discussions during the selection process.
Candidate Skills and Qualifications:
Minimum Requirements:
- 8+ years of experience in Object Oriented Programming (OOP) in Java programming language.
- 8+ years of experience in applications development on J2EE platform.
- 8+ years of experience in writing SQL for relational databases.
- 8+ years of experience in RESTful web services on Spring platform.
- 8+ years of experience working on Spring Aspect Oriented Programming like transaction management and security.
- 8+ years of experience with JUnit and Unit Test development.
Preferred Qualifications:
- 4+ years of experience with Angular UI Framework.
- 4+ years of experience with Crystal Reports.
- 4+ years of experience with Power BI.
Special Considerations:
- This is a Hybrid role, with both On-Site and Telework components.
- The position is located at 701 W 51st Austin, TX 78751.
- The program will only accept LOCAL ONLY candidates for this position.
- Candidates must already reside in Texas and be LOCAL TO THE AUSTIN AREA ONLY.
- Candidates who are currently out of state and planning to move to Texas will not be considered.
- Interviews will be conducted via MS TEAMS.
- Submission Limit: 01 candidate per vendor.
- Duration: 1200 Hours.

Compensation & Location
Salary: $70 – $90 per year (Estimated)
