Job Title: Sr IT Project Mgr 182
We are seeking a results-oriented Senior IT Project Manager with a very strong work ethic and excellent IT Project Management, negotiation, communication, and problem-solving skills. This is a remote, long-term contract position.
Responsibilities:
- Work with personnel within the DPH team and the Information Technology team to develop necessary project management, change management, risk management, rollout, and training plans.
- Integrate projects into existing governance processes to ensure alignment of priorities and minimal disruption to ongoing operations and other required deliverables.
- Develop and maintain detailed project schedules, budgets, and monitor expenditures.
- Develop and maintain all required project management artifacts following State, DHHS, and PMBOK guidelines.
- Manage scope, resources, timelines, costs/budget, quality, communication, and procurements to meet the goals of the State.
- Lead and perform hands-on analysis of the business and technical environments, and write procurement documents.
- Work with vendors to manage contract deliverables and oversee all vendor activities to ensure milestones are met.
- Ensure project plans and schedules are established and maintained, and deliverables are completed timely and accurately.
- Establish project governance, conduct formal presentations, coordinate with all project stakeholders, and ensure appropriate project controls are instituted.
- Serve as an IT project liaison to the business client.
- Work with business stakeholders to develop necessary project management, change management, risk management, rollout, and training plans.
- Work with the technical team to ensure technical readiness during implementation and supervise implementation activities.
- Develop and maintain all required State CIO project documentation.
- Manage or supervise legacy system upgrade and/or replacement projects.
- Plan and manage data conversion activities.
- Build rollout plans.
Required Skills:
- Proven experience as an IT Project Manager.
- Excellent IT Project Management, negotiation, communication, and problem-solving skills.
- Capable of leading effective project meetings tailored to the audience.
- Ability to create simple to complex project plans, timelines, and work breakdown structures using project management tools.
- Proficiency in project management, agile, scrum, and kanban software tools.
- Strategic planning skills with a good understanding of roadmap development.
- Ability to write and present effective project materials, including presentations and status reports.
- Ability to work effectively with all levels of staff, clients, and other IT personnel.
- Proven experience working collaboratively with business/program partners.
- Ability to effectively identify and resolve system or business process/project issues.
- Ability to build, influence, lead, and motivate effective teams towards end results.
- Flexibility, adaptability, and ability to work in a high-demand dynamic environment.
- Strong analytical skills.
- Strong written and oral communication skills.
- Must have experience writing Procurement documents (RFP/RFQ) and technical artifacts.
- Experience as a Project Manager on a cloud-based implementation project is a plus.
- Experience collaborating with State and Local Government is preferred.
- Experience with public health programs is preferred.
Preferred Qualifications:
- PMP Certification.
- Agile/Scrum Master certification is a plus.
