Job Summary
The Virginia Information Technology Agency (VITA) is seeking a seasoned Project Manager 3 with a focus on Imaging and Document Management. This role is critical for assessing current-state document workflows, identifying inefficiencies, and driving business process improvements to reduce manual labor and increase accuracy. The Project Manager will oversee all aspects of document intake, classification, indexing, routing, and storage, ensuring compliance with organizational policies and regulatory requirements. A key component of this role involves leveraging Artificial Intelligence and Machine Learning (AI/ML) technologies to automate document processing.
Key Responsibilities
- Staff Leadership and Program Oversight: Directly manage, mentor, and develop a team of document management specialists. Establish and maintain program governance, including SLAs, KPIs, and operational metrics. Coordinate cross-functional project activities and provide regular status reporting to senior leadership.
- Business Process Analysis and Improvement: Conduct comprehensive assessments of current document management processes, identifying bottlenecks and opportunities for optimization. Develop and implement process improvements for document intake, classification, routing, and archival across all channels (fax, email, physical mail, electronic submission). Apply Lean, Six Sigma, or equivalent continuous improvement frameworks.
- Document Capture and Routing Technologies: Serve as the subject matter expert for fax server and document capture platforms (e.g., RightFax, Kofax). Design and maintain automated routing rules for accurate document delivery. Oversee the integration of capture technologies with ECM platforms and line-of-business applications. Evaluate emerging capture and intelligent document processing (IDP) solutions.
- Electronic Document and Content Management Systems (EDMS/ECM): Manage and optimize the organization’s EDMS/ECM system (e.g., Laserfiche, IBM FileNet, Hyland). Define and enforce document taxonomy, metadata schemas, retention schedules, and access control policies. Partner with IT to maintain system health and plan upgrades.
- AI/ML-Driven Automation: Identify and implement AI/ML-based solutions for intelligent document classification, OCR enhancement, NLP, and automated data extraction. Develop and refine machine learning models to improve accuracy and reduce human intervention. Quantify automation benefits and present business cases for expanded AI/ML adoption.
- Stakeholder Engagement and Requirements Management: Facilitate requirements-gathering sessions with business stakeholders. Translate business requirements into technical specifications. Communicate complex technical concepts to non-technical audiences. Serve as the liaison between business units, IT, vendors, and compliance teams.
Required Skills and Experience
- Bachelor’s degree in Information Technology, Business Administration, Computer Science, or a related field.
- Minimum 10 years of progressive experience in document management, content management, or records management.
- Minimum 5 years of supervisory or program management experience for a document, content, or records management team.
- Demonstrated experience managing multiple direct reports in an operational or technology environment.
- Minimum 7 years of hands-on experience with RightFax & Kofax (or comparable fax server/doc capture platforms), including configuration, administration, and workflow design.
- Minimum 7 years of in-depth working knowledge of at least one enterprise ECM/EDMS platform: Laserfiche, IBM FileNet, or Hyland products (OnBase, Perceptive Content).
- Minimum 7 years of proven track record of implementing AI/ML technologies for document classification, data extraction, & intelligent routing in a production environment.
- Minimum 7 years of experience designing and documenting business processes, including process maps, swimlane diagrams, functional flow diagrams, and SIPOC charts.
- Minimum 7 years of familiarity with OCR, ICR, barcode recognition, and forms processing technologies.
- Strong analytical and problem-solving skills with a data-driven approach.
- Excellent written and verbal communication skills, with the ability to translate between technical and business audiences.
- Minimum 7 years of experience with formal requirements gathering, including stakeholder interviews, user stories, and requirements traceability.
- Minimum 7 years of proficiency in project management methodologies (Agile, Waterfall, or hybrid) and tools (e.g., Jira, MS Project, Azure DevOps).
- Strong organizational skills with the ability to manage multiple concurrent initiatives.
Desired Skills and Experience
- Master’s degree preferred.
- PMP, PgMP, or equivalent project/program management certification.
- Lean Six Sigma Belt or Black Belt certification.
- Certified Information Professional (CIP) or Certified Records Manager (CRM) designation.
- Experience with robotic process automation (RPA) tools (e.g., UiPath, Blue Prism).
- Knowledge of regulatory compliance frameworks (e.g., HIPAA, SOX, FOIA, NARA).
- Experience with cloud-based content services platforms and migrations.

Compensation & Location
Salary: $90,000 – $130,000 per year (Estimated)
