Role Overview

We are seeking a highly skilled and experienced COBOL Programmer (Level III Developer) for a long-term contract engagement in Albany, NY. This hybrid role requires a seasoned professional with a deep understanding of legacy mainframe environments, specifically focusing on COBOL 74 and COBOL 85. As a Level III Developer, you will not only contribute to complex technical tasks but also provide leadership and guidance to junior team members. This position is critical for the maintenance and enhancement of large-scale enterprise systems, particularly within the government sector.

Key Responsibilities

  • Lead the analysis, design, and development of complex mainframe applications using COBOL 74 and 85.
  • Provide production support, including advanced debugging and error diagnostics in a high-pressure environment.
  • Extract and document business rules from legacy COBOL code to facilitate system modernization or integration.
  • Collaborate with stakeholders to translate government policy requirements into technical specifications.
  • Oversee unit testing and integration testing phases to ensure the highest quality of code delivery.
  • Maintain comprehensive technical documentation, including code walkthroughs and testing protocols.
  • Manage batch jobs, ECL, and TIP screens within the mainframe ecosystem.
  • Utilize RDMS and DMS database structures to manage and manipulate large datasets effectively.

Technical Requirements

  • Minimum of 7 years of experience working on complex enterprise-level projects.
  • At least 2 years of experience in a Developer Leadership or Lead Programmer role.
  • Expert-level proficiency in COBOL 74 and COBOL 85 (7+ years).
  • Extensive experience in Mainframe System Analysis, Design, and Programming (5+ years).
  • Proven track record in production monitoring and debugging within a mainframe environment.
  • Familiarity with source code repositories and data dictionaries.
  • Experience with ECL, Batch Jobs, and TIP screens is strongly preferred.

Preferred Qualifications

  • Over 5 years of IT experience specifically within a Government environment.
  • Direct experience supporting Child Support Management Systems is a significant advantage.
  • Strong communication skills to bridge the gap between technical teams and non-technical government officials.
  • Ability to work in a hybrid model in Albany, NY, ensuring consistent collaboration with the on-site team.

Compensation & Location
