Position Overview: Lead Database Administrator (Level III)
We are looking for a seasoned Lead Database Administrator (Level III) to support the Integrated Eligibility System (IES) Program in Albany, NY. This is a high-level leadership role requiring over seven years of specialized experience in managing complex database environments. The successful candidate will be responsible for the architectural integrity, security, and performance of critical state-level databases, ensuring they meet the rigorous demands of public sector service delivery. This role operates in a hybrid capacity, requiring on-site presence at 40 North Pearl, Albany, NY.
Core Responsibilities and Duties
- Lead the design, maintenance, and enhancement of physical database models, ensuring they align with long-term organizational goals and performance requirements.
- Conduct short and long-range capacity planning. You will analyze performance and sizing characteristics to forecast future needs for storage, CPU, memory, and network bandwidth.
- Provide expert-level DBA support for the IES Program, utilizing ITIL-compliant methodologies to deliver robust platform services and solutions.
- Oversee the installation and configuration of Oracle 12c (and later) software, including the application of critical Patch Set Updates (PSU) and the management of ASM disk storage.
- Implement and manage comprehensive backup and recovery strategies. You must ensure that these strategies are strictly aligned with the Application Recovery Time Objectives (RTO) and Recovery Point Objectives (RPO).
- Execute advanced Database Performance Tuning. This involves optimizing memory structures, refining complex SQL queries, and ensuring the overall efficiency of the database engine.
- Enforce stringent database security standards. You will be responsible for protecting sensitive data, including Protected Health Information (PHI), in compliance with HIPAA, Sarbanes-Oxley (SOX), and other federal/state regulatory mandates.
- Manage diverse database structures across OLTP (Online Transaction Processing) and OLAP (Online Analytical Processing) systems, particularly those handling high-volume transactions.
- Support modern database technologies including PostgreSQL and Microsoft SQL Server, ensuring a multi-platform database strategy.
- Create and maintain exhaustive documentation for all major installations, architectural changes, and implementation procedures.
- Act as a technical mentor and leader, troubleshooting complex issues and exploring new technology initiatives that can drive organizational efficiency.
Mandatory and Desired Qualifications
- Minimum of 7 years of experience in complex database projects, with at least 2 years in a leadership or specialist role.
- Extensive experience with Oracle Database 12c or later, including installation, patching, and ASM management.
- Proven track record in implementing High Availability (HA) solutions and configuring secure client connectivity.
- Experience working within State or Federal government environments is highly preferred.
- Strong familiarity with ITIL frameworks and architectural support for large-scale programs.

Compensation & Location
Salary: $175,000 – $225,000 per year (Estimated)
