Job Summary:

We are seeking a talented Senior Java Application Architect to join one of our clients for a long-term engagement. This role requires 100% onsite presence in Baltimore, MD. The ideal candidate will be responsible for architecting, designing, and documenting scalable and secure enterprise solutions across a suite of DPSCS applications. You will provide hands-on support and development assistance, lead modernization efforts, and collaborate with various teams to ensure system performance, reliability, and security.

Duties and Responsibilities:

  • Architect, design, and document scalable and secure enterprise solutions across a suite of DPSCS applications.
  • Provide hands-on support and development assistance for applications including but not limited to: Expungement Tracking System (ETS), National Data Exchange System (NDEX), Inmate Locator, DPP Online Training Program, Asset Tracking System (ATS), Single Sign-On (SSO) Application Portal, Offender Watch Sex Offender Registry, DP Alert System, Mid-Atlantic Regional Information Sharing System (MARIS).
  • Assist in building, configuring, and deploying IIS web servers for production and development environments.
  • Design and implement SSO (Single Sign-On) across internal application suites using Okta and SAML, including integration with the DPSCS Content Management System (CMS).
  • Lead the modernization of legacy applications through cloud-native architecture and containerization strategies where appropriate.
  • Collaborate with stakeholders, developers, security teams, and database administrators to ensure compliance, performance, and reliability across systems.
  • Analyze existing systems to identify and resolve architecture, performance, or security issues.
  • Maintain documentation and ensure solutions align with enterprise IT and cybersecurity standards.

Required Skills/Certifications:

  • TOGAF (The Open Group Architecture Framework) Enterprise Architecture
  • Certified Information Systems Architect (CISA) or CITA-Professional (IASA Global)
  • One or more Cloud Architecture Certifications, such as: AWS Certified Solutions Architect – Professional, Microsoft Certified: Azure Solutions Architect Expert, Google Professional Cloud Architect

Programming Languages & Frameworks:

  • .NET / .NET Core
  • Web API 2.0
  • Java
  • JavaScript, jQuery, React
  • HTML5, Bootstrap

Server & Infrastructure:

  • Web Servers: IIS, Apache, WAMP
  • OS: Windows Server, Linux (various distros)
  • SSO Integration: Okta, SAML

Databases & Tools:

  • Oracle, SQL Server, MySQL
  • SQL Server Management Studio (SSMS), SQL Developer

Testing & Network Tools:

  • Postman (API testing)
  • Wireshark (Network traffic analysis)

Preferred Skills & Attributes:

  • Deep understanding of criminal justice and public safety systems, including integrations with federal (e.g., FBI/NDEX) and state-level law enforcement systems.
  • Experience in government or regulated environments with complex compliance requirements.
  • Familiarity with DevOps practices, CI/CD pipelines, and containerization technologies (Docker, Kubernetes).
  • Strong verbal and written communication skills, with the ability to convey technical information to non-technical audiences.
  • Ability to lead technical teams and mentor junior developers and engineers.
  • Highly organized, self-motivated, and detail-oriented with a strong analytical mind.

Compensation & Location

Salary: $120,000 – $160,000 per year (Estimated)

Location: Baltimore, MD
