Role Overview:

The IT Project Manager will provide essential project management support and oversight for critical initiatives within the Department of Human Services, Division of Aging Services (DAS). This role is accountable to the IT Assistant Deputy Commissioner, Department CIO, and DAS business owners. The Project Manager will collaborate with software vendors, service providers, OIT teams, and DAS business stakeholders to ensure the efficient management of projects and IT changes across the environment. These projects are typically small to large in scope and have a significant impact on DAS productivity and service delivery.

Key Responsibilities:

  • Under general supervision, manage and/or coordinate all tasks for small, medium, and large-sized projects of moderate to high complexity and risk.
  • Provide project management consultation for all aspects of the project throughout the project management and software development lifecycle.
  • Work closely with DAS business leads, vendor project managers, business analysts, and subject matter experts on various system support teams.
  • Manage projects as scoped by SOWs, vendor contracts, and project steering committees.
  • Assist clients in determining the best approaches for reaching objectives during initiation.
  • Develop project management tools, including plans for scope management, risk management, communications, change control, and performance measurement and tracking during planning.
  • Monitor performance and report to leadership teams on project status and pertinent issues, including major milestones and potential project risks during execution.
  • Provide continuing direction to the project team, conduct status meetings, assess proposed changes in scope, and recommend courses of action to project sponsors during the execution phase.
  • Employ product verification processes to ensure project deliverables meet client expectations and conduct lessons learned sessions for all projects.
  • Oversee and control ongoing costs, schedules, resources, scope, issues, and risks. Develop or review time and cost estimates, project plans/schedules, and budgets.
  • Facilitate critical process assessments and redesign for process improvements.
  • Work with the project steering committee and senior project management to improve project processes towards productive outcomes.
  • Direct project team members to take necessary action steps to achieve project goals and objectives.
  • Collaborate with business leads, vendor PMs, and quality assurance teams to utilize established project standards, procedures, and quality objectives.
  • Chair, manage, or facilitate project kickoff meetings, communicating individual roles and project expectations. Ensure all project team members have the tools and training required to perform effectively.
  • Manage scope by using a variety of data sources to support project negotiations related to time, cost, and/or quality.
  • Develop, monitor, and coordinate project activities, such as scheduling, tracking, and reporting; lead change efforts impacting the projects.
  • Work with OIT leadership, business leads, and vendor teams to identify specific opportunities or weaknesses within DAS projects and make specific change recommendations to structures, processes, or people to improve project performance.
  • Provide work direction and leadership to DAS projects, including scheduling, task completions, and review of project efforts.
  • Monitor project milestones and critical dates to identify potential jeopardy of project schedule. Identify ways to resolve schedule issues and keep management informed of the situation.
  • Assess variances from the project plan, gather metrics, and develop and implement changes as necessary to ensure the project remains within specified scope and meets time, cost, and quality objectives.
  • Conduct formal reviews with business sponsors, OIT leadership during project execution and at project completion to confirm acceptance and satisfaction.
  • Provide the team with constructive feedback regarding project performance.
  • Develop and maintain a productive working relationship with project sponsors, vendors, and key clients.

Qualifications:

  • Bachelors degree in a related field or specialized training and three years of IT project management experience.
  • PMP certification from PMI or equivalent certification (MUST UPLOAD CERTIFICATION).
  • 7 years of experience leading projects of moderate to high complexity (must have occurred in the last 10 years).
  • Hands-on experience with MS Project, MS Visio, SharePoint 2013, and MS O365.
  • Experience within the last 5 years leading/coordinating vendor-managed projects.
  • Executive-level written and oral communication skills.
  • Presentation skills.
  • Experience working in a public sector environment is highly desired.
  • Experience working in an outsourced environment is highly desired.

Special Requirements

PMP certification (MUST UPLOAD CERTIFICATION)


Compensation & Location

Salary: $70,000 – $120,000 per year (Estimated)

Location: Atlanta, GA
