Role Overview: Senior Business Analyst 3

The Texas Department of Agriculture (TDA) is seeking a highly experienced Senior Business Analyst 3 to join our team in Austin, Texas. This onsite position is critical for the ongoing support, analysis, and quality assurance of our complex licensing systems. As a senior-level professional with over 12 years of experience, you will play a pivotal role in ensuring that our systems meet the evolving needs of the department and the public. You will work closely with end users, external vendors, and internal project teams to facilitate a seamless license life cycle, from initial application through to management and renewal.

Key Responsibilities and Strategic Impact

  • Consult on high-level application analysis and troubleshoot complex system issues, providing actionable recommendations for long-term solutions.
  • Gather, validate, and document business requirements through intensive stakeholder engagement and direct interaction with end users.
  • Lead Agile ceremonies, including backlog refinement and sprint planning, while creating detailed user stories and acceptance criteria.
  • Oversee quality assurance initiatives, developing and executing comprehensive test cases to ensure system compliance and functionality.
  • Manage the full project lifecycle, including scope definition, installation, and deployment activities for system enhancements.
  • Coordinate with vendors and contractors to define work parameters, evaluate deliverables, and manage service requests effectively.
  • Develop and deliver formal training curricula for system modules to ensure staff proficiency and system adoption.
  • Analyze program policies and procedures to determine their impact on automated systems and identify opportunities for process automation.

You will be expected to maintain strong business relationships with vendors, seeking the best value for technology renewals and reviewing monthly invoices for accuracy. Compensation & Location

Salary: $110,000 – $150,000 per year (Estimated)
