Position Summary
The State of Virginia is seeking a strategic and people-focused Lead Business Analyst for a critical 6-month onsite engagement in downtown Richmond. This role is designed for a servant leader who can improve the quality, consistency, and impact of Business Analysis across the organization. You will be responsible for leading a team of 8 to 10 Business Analysts, providing mentorship, removing roadblocks, and fostering a culture of excellence. This position combines high-level analytical leadership with hands-on facilitation to ensure that business and technology teams remain perfectly aligned.
Core Responsibilities
- Establish, refine, and promote consistent BA methods, templates, and documentation standards across the enterprise.
- Ensure the delivery of high-quality requirements, including BRDs, RTMs, user stories, acceptance criteria, and process flows.
- Validate requirements to confirm business value, technical feasibility, and alignment with long-term organizational goals.
- Provide clear and constructive feedback to improve BA deliverables and significantly reduce rework.
- Facilitate workshops, discovery sessions, and cross-team discussions to support informed decision-making.
- Act as a trusted liaison between business units, IT teams, and external vendor partners to bring clarity to complex needs.
- Support change management initiatives through proactive communication and stakeholder engagement.
- Mentor and develop the BA team, building their confidence and strengthening their analytical skills.
- Model accountability and transparency while introducing new methods or standards to the team.
Required Qualifications
- Bachelor’s degree in Business, Information Technology, or a related field.
- Minimum of 7 years of professional Business Analyst experience.
- At least 3 years of experience in a leadership or mentoring role for other analysts.
- Expert-level knowledge of elicitation techniques, requirements documentation, and process modeling.
- Proven experience with Agile methodologies, specifically Scrum or Kanban.
- Proficiency with BA and ALM tools such as Jira or Azure DevOps.
- Strong facilitation and stakeholder engagement skills in a large-scale environment.
Preferred Skills
- Experience shaping BA practice standards or contributing to a BA Center of Excellence.
- Background in data governance, data integration, or data quality management.
- Familiarity with testing methods and automated testing tools.
- Strong analytical and problem-solving skills with a focus on data-driven insights.
This onsite role in downtown Richmond offers a unique opportunity to influence the BA practice within a large-scale public sector environment. Compensation & Location
Salary: $135,000 – $180,000 per year
