Position Summary
3K Technologies is seeking a dedicated and experienced Project Manager for a long-term onsite engagement with the State of Florida, specifically supporting the Florida Department of Agriculture and Consumer Services (FDACS) in Tallahassee. This role is critical for leading a variety of high-impact projects, ranging from complex software development and data migrations to hardware replacements and strategic governance initiatives. The successful candidate will be responsible for ensuring that projects are delivered on time, within budget, and meet the high standards required by public sector stakeholders.
Core Responsibilities
- Lead cross-functional teams through the full project lifecycle, from initial elicitation of requirements to final user acceptance testing and deployment.
- Analyze existing workflows to identify inefficiencies and recommend strategic improvements that align with FDACS goals.
- Manage project backlogs and track progress using modern tools such as Azure DevOps or GitHub.
- Utilize Business Intelligence (BI) tools like Power BI and Tableau to provide data-driven insights and support executive decision-making.
- Monitor project health using financial metrics, including Earned Value, Cost Performance Index (CPI), and Schedule Performance Index (SPI).
- Draft legislative budget requests and develop policies to support long-term departmental initiatives.
- Facilitate Agile ceremonies and ensure adherence to Scrum or Feature Driven Design methodologies.
- Manage vendor relationships and ensure compliance with state procurement and project management standards.
Required Qualifications
- At least 5 years of experience as a Project Manager leading diverse IT projects (software, hardware, data migration).
- Proven proficiency in requirement elicitation, user story documentation, and defining acceptance criteria.
- Hands-on experience with Microsoft Project, Smartsheet, or similar enterprise project management software.
- Strong leadership skills with a track record of managing cross-functional teams in a collaborative environment.
- Excellent written and verbal communication skills, suitable for high-level stakeholder management.
- Educational background: Bachelor’s or Master’s degree in Computer Science, Information Systems, or a related field.
Preferred Certifications and Experience
- Professional certifications such as PMP, CSM, CBAP, PMI-PBA, CCMP, or ITIL are highly desirable.
- Extensive experience in business process modeling and strategic planning within a government or public sector environment.
- Deep understanding of cloud computing, enterprise architecture, and data analysis techniques.
- Experience with policy development and navigating the complexities of legislative budget cycles.
Special Requirements
Onsite requirement in Tallahassee, FL. Client: State of Florida (FDACS). Long Term duration. Requires PMP/CSM or equivalent certifications.
Compensation & Location
Salary: $115,000 – $160,000 per year (Estimated)
