Role Overview

The Texas Department of Family and Protective Services (DFPS) is seeking a highly qualified and experienced Project Manager 3 to spearhead critical digital accessibility initiatives. This role is central to the agency’s commitment to inclusivity, ensuring that all digital platforms and electronic information resources (EIR) meet the highest standards of accessibility. The successful candidate will work under the direction of ITS Leadership and collaborate extensively with the Agency Digital Accessibility Coordinator, Business Analysts, and various subject matter experts (SMEs) to design, plan, and execute complex accessibility projects.

Key Responsibilities

  • Lead the design and implementation of digital accessibility projects, ensuring alignment with agency goals and federal mandates.
  • Collaborate with ITS team members and Digital Accessibility SMEs to define project scope, objectives, and agency-specific needs.
  • Document the current state of the Digital Accessibility Program and develop strategic roadmaps for future initiatives.
  • Review, analyze, and evaluate agency accessibility program requirements to identify gaps and opportunities for improvement.
  • Develop comprehensive project proposals, including detailed Work Breakdown Structures (WBS), cost estimates, resource allocation, and budget management.
  • Monitor the progress of accessibility updates and track continuous improvement efforts across various agency systems.
  • Communicate project status, risks, and milestones to internal and external stakeholders, including executive leadership.
  • Prepare and present detailed reports outlining accessibility challenges and providing actionable, data-driven solutions.
  • Identify potential project risks and develop mitigation strategies to ensure timely delivery.
  • Document user needs, program functions, and implementation steps for system and process changes related to accessibility.

Technical and Compliance Requirements

This position requires a deep understanding of the Americans with Disabilities Act of 1990 (ADA) Title II requirements, particularly as enforced by the Department of Justice. Candidates must be familiar with the Texas Administrative Code and accessibility policies established by the Texas Department of Information Resources (DIR). A strong working knowledge of Web Content Accessibility Guidelines (WCAG) 2.1 Level AA is essential. The Project Manager will ensure that all digital content, including brochures, flyers, webpages, forms, and training materials, adheres to these industry best practices.

Qualifications

  • Minimum of 8 years of experience as a Senior Project Manager or in a related leadership capacity.
  • 8 years of experience in drafting complete project proposals, WBS, and managing project costs, schedules, and budgets.
  • 4 years of proficiency with Microsoft tools, including Excel, Word, PowerPoint, Visio, MS Project, and SharePoint.
  • 4 years of experience in risk analysis and preparing solution options for complex technical projects.
  • 4 years of experience in documenting detailed user needs and implementation steps.
  • Strong verbal and written communication skills are mandatory for stakeholder engagement.

Special Requirements

TX Locals only, No relocation, Department of Justice experience required.


Compensation & Location

Salary: $115,000 – $160,000 per year (Estimated)

Location: Austin, TX
