Job Summary:
The State of Ohio Department of Administrative Services is seeking a Project Manager to lead end-to-end delivery of data-engineering, analytics, and cloud-modernization initiatives. This role requires a blend of traditional project management discipline with hands-on technical understanding of modern cloud data platforms, including OCI, Snowflake, AWS services, Data Stage, ERP source data, and Python-based pipeline development. The Project Manager will be responsible for managing medium-to-large scale IT projects through all phases, from initiation to closure, ensuring high-quality execution and monitoring ongoing operations of delivered solutions.
Key Responsibilities:
- Manage medium-to-large scale IT projects covering all phases of project management: initiation, planning, design, development, testing, deployment, and closure.
- Create and maintain detailed project plans, schedules, RAID logs, communication plans, and executive dashboards.
- Coordinate with executives, technical teams, integrators, and cross-agency stakeholders to ensure alignment and timely delivery.
- Develop and maintain planning documents including resource plans, budget forecasts, and task assignments.
- Apply and enforce project management methodologies (Agile, Waterfall, or hybrid), including best practices and standards.
- Oversee vendor deliverables, procurement processes, and RFP/RFI/RFQ activities as required.
- Work directly with stakeholders responsible for delivery of products and services.
- Manage vendor contracts and performance measures for projects and follow in operations.
- Interpret federal and state laws and regulations to ensure compliance.
- Review deliverables and ensure that project documents are professional, complete, current, and stored appropriately.
- Set and manage client expectations, continually seeking opportunities to increase customer satisfaction and deepen client relationships.
- Manage and negotiate changes (e.g., cost, assignments, objectives) within projects.
- Lead cloud migration and modernization efforts, coordinating lift-and-shift, re-platforming, or cloud-native solution deployments.
- Design and manage hosting environments including AWS (S3, IAM, Glue, Lambda, CloudWatch, Step Functions) and OCI components where applicable.
- Ensure cloud architecture decisions adhere to organizational governance, security, networking, identity, and compliance standards.
- Oversee design and implementation of AWS, Snowflake, and OCI components including databases, schemas, RBAC roles, warehouses, resource monitors, and data-sharing.
- Coordinate teams building ingestion, ETL/ELT, and orchestration workflows using Python, AWS Glue, Lambda, Step Functions, or other scheduling tools.
- Drive best practices around data governance, lineage, metadata, and quality management.
- Review and validate Python-based ETL/ELT scripts, automation tools, and transformation logic.
- Ensure proper integration with enterprise systems (OAKS PeopleSoft HCM, PeopleSoft Finance, UKG Pro, Ohio Buys, Cornerstone, etc.).
- Identify and resolve risks, issues, and technical dependencies impacting project milestones.
- Drive best practices in data-sharing with requesting parties.
- Coordinate IAM, encryption, network controls, logging policies, and data governance requirements across AWS, OCI, and Snowflake solutions.
- Maintain risk, issue, and change-control logs and develop mitigation plans.
- Coordinate efforts with Enterprise and Program Security Management and support consolidated planning, auditing, and security reporting.
- Develop project communications that involve local agencies, statewide departments, and third-party vendors.
- Serve as a representative in public forums, workgroups, and interagency meetings.
- Conduct requirement-gathering sessions, stakeholder interviews, and user workshops.
- Provide regular briefings to executives, steering committees, and project sponsors.
- Prepare presentations, project status reports, compliance documentation, and executive summaries.
- Attend senior staff meetings, make project presentations to organizations, executive management, public and private groups.
- Maintain awareness of new and emerging technologies and their potential applications for projects.
Required Skills and Experience:
- Technical Operations Management: 7 years
- Experience with Cloud Hosting & Migration (AWS / OCI), managed cloud migration projects: 7 years
- Snowflake Data Platform Delivery (components including databases, schemas, RBAC roles, warehouses, resource monitors, and data-sharing): 5 years
- AWS and OCI Cloud Platform Delivery: 7 years
- Technical Oversight – Python & Data Engineering: 7 years
- Experience with Compliance, Risk & Security Management: 7 years
- Communications, Executive, Stakeholder, & Cross-Agency: 7 years
- Demonstrable understanding of technical architecture principles and best practices: 7 years
- Outsourcing/Managed Services (preferably onshore): 7 years
- ERP systems: 7 years
- Cloud-based provider management: 7 years
- Project Leadership and Delivery: 7 years
- Hands-On management of large/complex technical ERP projects: 7 years
- Experience with Public Sector organizations: 7 years

- Manage vendor contracts and performance measures and negotiate changes: 7 years
Desired Skills:
- Masters Degree or advanced education
- Certifications in ITIL, Oracle Technologies, Security, or other relevant advanced degrees
Special Requirements
100% ONSITE. Must be local or within a one hour drive. Requires local DL copy ASAP.
Compensation & Location
Salary: $70 – $90 per year (Estimated)
