Position: Senior Business Analyst (Texas Department of Agriculture)

The Texas Department of Agriculture (TDA) is looking for a seasoned Business Analyst 3 to join their team in Austin, TX. This onsite role is pivotal in supporting the analysis, quality assurance, and continuous improvement of the agency’s licensing systems. With over 12 years of experience required, the ideal candidate will bring a wealth of knowledge in business process analysis, stakeholder management, and Agile methodologies to ensure the smooth operation of critical state systems. The Senior Business Analyst role at the TDA is a high-stakes position that requires a deep understanding of both technical systems and government policy. The candidate must navigate the complexities of state-level licensing systems, which are essential for the regulation of agricultural activities across Texas.

Core Responsibilities:

  • Consult on application analysis and troubleshoot complex system issues to implement effective solutions.
  • Provide high-level quality assurance oversight for various projects and special initiatives.
  • Analyze licensing systems with a deep understanding of the full license life cycle, from application to management.
  • Facilitate requirement gathering sessions with end users to validate business needs and translate them into technical specs.
  • Create comprehensive user stories and define clear acceptance criteria for development teams in an Agile environment.
  • Support Agile ceremonies, including sprint planning, daily stand-ups, and retrospectives.
  • Develop and execute detailed test cases, performing manual testing to ensure compliance and functionality.
  • Review and provide feedback on project deliverables such as charters, design documents, and risk assessments.
  • Manage project scope and coordinate deployment activities with vendors and contractors.
  • Identify opportunities for process improvement through automation and assist in system proposals.
  • Coordinate analysis of program policies and procedures to assess impact on automated systems.
  • Maintain business relationships with vendors and review/approve monthly and annual invoices.

Required Qualifications:

  • Minimum of 8-12 years of senior-level business analysis experience.
  • Strong background in Agile environments and proficiency with tools like Azure DevOps, Jira, or similar.
  • Proven ability to work independently and exercise significant judgment in complex scenarios.
  • Experience in the public sector, specifically with state clients or the Department of Agriculture, is highly preferred.
  • Excellent communication skills for conducting formal training sessions and maintaining vendor relationships.
  • Experience leading refinement and sprint planning sessions.

Compensation & Location

Salary: $125,000 – $175,000 per year
