Project Overview
DSYS Inc is proud to partner with the State of Georgia (DOAS) to secure a highly qualified Business Analyst with deep expertise in Human Resource Information Systems (HRIS). This critical role is centered on the implementation of Workday HCM for approximately 70,000 state employees, a massive digital transformation project aimed at replacing the legacy PeopleSoft HCM system. This is a high-visibility contract position based in Atlanta, GA, requiring a professional who can navigate the complexities of public sector technology projects while ensuring a smooth transition for a diverse workforce. The initial contract runs through the end of the current fiscal year, with an anticipated renewal on July 1st, 2026, subject to annual budget approvals.
Core Responsibilities
- Lead the review and resolution of complex data conversion issues, ensuring that data from legacy PeopleSoft systems is accurately mapped and migrated to the Workday HCM environment.
- Employ sophisticated data validation techniques to guarantee the success and integrity of the data conversion process across multiple modules including Talent, Compensation, and Benefits.
- Develop, document, and execute comprehensive test plans and scripts to support functional testing and User Acceptance Testing (UAT).
- Provide expert technical support during the maintenance and enhancement phases of the HRIS implementation.
- Create and maintain high-quality software user guides, standard operating procedures (SOPs), and other supporting technical documentation.
- Deliver hands-on user support and training to state agency personnel to facilitate system adoption and proficiency.
- Serve as a primary liaison between the assigned business units of the Department of Administrative Services (DOAS) and the technical engineering teams.
- Translate complex business requirements into technical specifications, ensuring that the final system configuration meets the operational needs of the State of Georgia.
- Monitor and track system defects, collaborating closely with QA and development teams to ensure timely resolution and minimal disruption to project timelines.
- Contribute to the strategic roadmap of the HRIS ecosystem, ensuring alignment with state-wide HR policies and compliance standards.
Required Qualifications and Skills
- A minimum of four years of professional experience in implementing or administering large-scale HRIS platforms.
- Direct, hands-on experience in a large-scale data conversion project is essential for success in this role.
- Advanced proficiency in Microsoft Excel, SQL, and modern data analysis tools to manage and validate large datasets.
- Exceptional written and verbal communication skills, with the ability to present detailed technical deliverables to non-technical stakeholders.
- Proven ability to document high-quality, detailed project artifacts including requirements traceability matrices and process flows.
- Strong analytical mindset with a focus on problem-solving within complex software environments.
Preferred Experience
- Prior experience implementing or supporting Workday HCM is highly preferred.
- Previous experience with PeopleSoft HCM, particularly in a migration context, is a significant advantage.
- Experience supporting technology initiatives within the public sector or government agencies.
- Familiarity with Core HR, Recruiting, Performance Management, and Benefits administration modules.
Additional Information
This role is strictly for local Georgia candidates. While the position is currently listed with a remote subject line, the body of the requirement emphasizes the need for local proximity to Atlanta for project-specific needs. The rate is fixed at $63/hr on a C2C basis. Candidates should be aware of the annual budget cycle and the renewal process associated with state government contracts.
